nothing severe right now but some heavy rains around clinton, heavy rains around 210 and around forestville. so the forecast looks like this: what you see is what you get, mostly cloudy, muggy, showers and thunderstorms, low temperatures between 70 and 75, winds south, southwest at 10. what a change in air mass from last night which was spectacular. we'll keep you posted if anything becomes severe and i'll tell you how long the chances of severe weather and storms are here. back to you. prince george's county police say a man has barricaded himself on a school bus. >> the situation is unfolding in the 6900 block of temple hill road. this is a live picture from the staging area near the scene. if you look there closely, you see police vehicles and you see a lot of police tape. investigators say shortly after 1:00 this afternoon a man forced a woman to go to a bank and withdraw some money. he then allowed the woman to go

free but police arrived at the scene soon after. the suspect ran from police and got inside a school bus. >> they do not believe he has any hostages but they are operating under at assumption he is armed. allentown road is closed while this continues. and there are reporting that there could be 200 stuck at a nearby swimming pool that can't leave until the road is reopened. we'll continue to update you as it develops in temple hills. a 10-year-old died after hitting by a car in georgetown last night. he was in the crosswalk when he was struck near the intersection of 33rd and wisconsin. he was taken to children's hospital where he passed away shortly after 4:00 this afternoon. police have not charged the driver who stopped at the scene but now people in the area are telling us that this intersection has had a lot of near misses before and they

want something done about it. delia gonsalves joins us live from that area of georgetown with more. >> reporter: neighbors say part of the problem is that this is such a confusing intersection with three-way traffic and the only set of traffic signals further ahead on wisconsin and res voir road here on 33rd street. at this crosswalk you have a stop sign. but here is the problem. folks say come over here on wisconsin, that crosswalk has no stop sign or traffic signal. you are literally at the mercy of drivers. a car honks at abby level as she crosses wisconsin avenue in a crosswalk. she said it's an everyday occurrence. >> no one really stops at all. >> reporter: she's not alone. just about everyone we spoke to said the intersection where reservoir and 33rd meet wisconsin is very dangerous. >> the cars are going fast. >> i had two incidents that i was crossing and it was very close and i hit the car like i

was this close. he didn't hit me but i hit the car like you need to slow down. >> reporter: in fact it took 30 seconds before i could cross the street and when traffic slowed, this car blocked the crosswalk and just as this couple crosses a bus rolls right through the crosswalk. >> i heard a woman scream my baby. >> reporter: the safety concerns come one day after a 10-year-old boy was struck by a car sunday night. today surveyors take pictures of the scene and changes need to be made so something like this never happens again. >> i think they should put more lights. >> put another light up there and bring the speed limit down. >> we need one of those little signs, maybe that would help. i hope it would help. especially after what happened yesterday. but it's very frustrating. >> reporter: well despite the frustration and a near miss, police say there have never previously been any deadly crashes at this intersection until unfortunately last night. in the meantime neighbors say

they will continue to cross wisconsin at 33rd using extreme caution. live in georgetown, delia gonsalves, fox 5 news. >> a crosswalk means you must stop for people crossing the street. that is the law in the district. delia, thank you. the theft of a metro bus is raising serious homeland security concerns. eleanor holmes norton is calling for an independent investigation for what happened on friday and promising questions during metro's upcoming hearings. scott broom is live at the metro facility where all of this started. scott? >> reporter: well and metro just released a statement saying it will be beefing up security and it has already repoliced statement -- released statements saying what happened and eleanor holmes norton is on the homeland security security committee and spends a lot of

time on how buses could be used to tack the city and it never dawned on her it could be a metro bus. >> i'm concerned because i'm a member of the homeland security security committee. how can a kid walk up and take a bus and convince people that he's just one of them? where was his i.d.? who is in charge here. >> reporter: the incident that brought this on was a theft of a metro bus by 19-year-old william jackson. posing as an employee with uniform, he went on a route and crashed when police showed up. he is said to have a fascination with buses. >> it does seem this is so serious on two counts. on pure ordinary safety counts and on homeland security counts that we need an independent

investigation. truly this is a matter for the inspector general of metro. >> reporter: now d.c.'s office of homeland security that i spoke with had no comment on this. even though terrorists have targeted buses in terrorist attacks in the past. remember 2005 in london someone killed 52 people and one of the targeted vehicles was a double- decker bus. metro issued a press release this afternoon saying it is beefing up security, including additional cameras and also a mention of upgrading the i.d. check to some kind of electronic system. we're working on getting more details on that. reporting live in northeast washington, at metro's bladensberg facility, scott broom, fox 5 news. >> thanks for the news. a group with tied to al-

qaeda claim responsibility for the blast. the president is condemning at tacks. joel. >> reporter: the somali based terrorists have broke new ground. 14-year-old american thomas kramer survived sunday's deadly bombings in uganda. >> i was sitting -- any was sitting two seats to its left i would have lost my life. because our friend, becky, she's from uganda, she didn't make it. >> reporter: he and his mother were there with a church group from pennsylvania. they were inside a restaurant watching the world cup finals when one of the explosions hit. >> i thought i fell asleep and i was dreaming but then i realized my leg was pleading and there was blood all over the floor from me and other people. >> reporter: other members of the group was injured as well. within american died in the blast, 25-year-old nate henn. fbi agents in neighboring kenya rushed to the scene hours after

the attack. they'll help uganda officials investigate the bombing and the death of the u.s. citizen. >> reporter: a group called al shin on claimed responsibility, a group the state department recognized as ties to al-qaeda. this is the first time the group has struck outside the home of somalia and that has american intelligence officials worried. they've become concerned somalia could be a breeding ground for terrorist. they want to overthrow the current somali government and replace it with muslim regime. and they use militants who fought in iraq, afghanistan to train them. and henn is the only u.s. citizen killed in the attacks but there is also talk of five other americans in the blast. joel brown, 9 news now.

a 16-year-old girl from ellicott, maryland is among those. emily kerstetter was with a group. the group was scheduled to return to the u.s. today. cindy sheehan's bench trial begins today in d.c. superior court. she was among 8 anti war protestors arrested on march 20th after laying coffins at a white house fence. her son was killed in iraq back in 2004. she gained national attention after staging a prolonged demonstration in 2005. outside president george's bush's ranch in texas. it's been a day without water for more than a dozen homes in washington, d.c. a water brake between whittier and van buren is disrupting water service in the area. that break also caused the street to buckle. drivers are being detoured while repairs are being made. and a d.c. fire boat was called to the scene of a brush fire near fletcher's shoreline near georgetown. the fire was contained to a

small area. firefighters put the flames out quickly. no one was hurt. we have a commuter aleft on 16th street in northwest d.c. the park service began work today to repair a 35-foot wall at meridian hill park. all four lanes of the road near w. street will stay open during the three-month project but the plains are shifting between 6:00 a.m. and 5:00 p.m. daily. it is needed to stabilize the century old wall that lines the park. virginia railway express has a new operator. actrack has operated the vre train since 1992. and keyonis now has a contract with vre. observers will monitor things this week to make sure things go smoothly. let's check on traffic with

efforts to stop the giant -- giant oil leak are at a turning point. bp is trying to stop the flow into the gulf of mexico. terrell brown is on the mississippi coastline where the stakes are getting higher each day. good evening, terrell. >> reporter: good evening to you. under sea robots are working a mile under water to get the cap in place. got to remember, this thing weighs about 150,000 pounds, it has to be positioned and bolted down just right in order to work. the stakes are high and the clock is ticking. under water robots maneuvered a new cap toward bp's broken well. it's the company's latest hope for stopping the leak in the gulf of mexico. >> our confidence is growing but hopefully over the next 24 hours or so we'll see the cap function test and at that point it will be significantly higher. >> reporter: it will take two days of testing to see if the

cap can with stand the pressure. if so, pipes will channel the leak to containment ships and that will stop the flow into the gulf until relief wells can plug the leak for good. >> we agreed we have an uncommon weather window for the next 7 days that would allow us to move ahead. >> reporter: but mississippi residents see more oil coming miles off the barrier island. this harbor has been fighting off oil. the harbor master is surrounding the entire port with booms to block the oil. when waves bring tar balls over the boom, michael white goes out and scoops hundreds of pounds out of the harbor. >> my prime responsibility is to protect the harbor and the boats in the harbor. >> reporter: many expect the harbor master to make it okay. >> this is long beach and this is what we are and that's all they know. >> reporter: like the rest of the gulf, bp is hoping the new

fix will be the beginning of the end of this mess. and there is no guarantee at this point that this operation will work. the white house and bp are optimistic that it will. the ultimate solution are the relief wells scheduled to be completed in the middle of aug. in long beach, mississippi, i'm terrell brown, 9 news now. so speaking about the white house, what about the announcement on a new moratorium on deepwater billing. >> that addressed some of the legal issues not addressed in the first moratorium. it's extending the moratorium from now until november 6th and applies to shallow water drilling -- or deepwater drilling, not shallow water drilling and there is still criticism over that mora for yum because people feel like they are being punished for bp's oil spill. >> thanks for that. federal safety investigators have released new details on the deadly collision between a philadelphia duck boat and a barge. the duck boat captain claims he

made radio calls to the tugboat but not no response. other people on the nearby boats heard the distress calls. the one tieing the boat is pleading the fifth and refusing to speak to investigators. into three people are dead and four others are wounded after shots rang out at an al-qaeda fiberoptics company. the shooter later shot and killed himself. police say it was a domestic dispute and involved the gunman's ex-wife or girlfriend. it's not clear whether she was killed. shooting happened at m core corporation. there has been a drop in applications for concealed handgun permits in the commonwealth. there is a 40% drop through the first half of this year. the virginia citizen's defense league say it is because the

tightening on gun laws has eased. a a building in falls church will be the new location for corporate headquarters for the company los angeles and arlington company locations are expected to start operations there next summer. right now the global security company employed 40,000 people in maryland, virginia, and the district. you're looking at a live picture of reagan national airport right now where a new statue of president ronald reagan could soon be put in place. the former president foundation plans to put on a bronze statue of reagan in front of terminal a. the foundation is working with a metropolitan washington airport authority on the project and hope to dedicate the statue in the fall of next year. well what does the columbia, ellicott city area have in common with moat, newton, massachusetts and bellevue, washington and money, texas. well they are the top five cities on the 100 best cities

activity, right around town, south 95 and down into charles county and southern sections of prince george's county. there are no warning on the storms but they are pretty heavy storms and some could produce some strong winds and heavy downpours. alexandria, old town, down one. clinton and brandywine pushing off to the east. and so it will head up to davidsonville and good shower out 66 to the west. at one time we thought this might have hail in it and it might have as it crossed 236 and 66 but now heavy rain to the west of falls church. let's talk rainfall. a little under 15 inches for the year. only about an inch and a little for july. gives us a 5 and a half inch deficit for the year. we kind of caught up to that big rainfall from sunday morning and that's the most rain we've had or precip from the december storm from the 19th. and mostly cloudy and storms tomorrow, air quality good. by afternoon, partly sunny and

conditions have not improved much. a look at the capital city of port-au-prince shows little progress in the clean-up and relief effort. the number of people in relief camps has doubled to 1.6 million. most of the $3.1 billion pledged for aid has paid for hospitals, supplies and relief workers but hundreds of millions have yet to be spent. and some experts predict it could take up to 20 years to remove all of the rubble. an israeli military report has concluded that flawed intelligence led to the deadly botched raid on a flotilla. they were confronted by activists on the ship. eight turks died on the raid. faulty intelligence led the military to underestimate the violence resistance on board. authorities in belfast are blaming dissidents for rioting that broke out overnight.

is there and you intend to pull over. drive to a well half lit busy area and if you have a cell phone call 911 as your driving and ask the dispatcher to confirm this is a real officer tailing you. and in sift that the person show you a police i.d. and when that couldn't be provided, the suspect fled. roman polanski will not be extradited. swiss authorities made the announcement this morning. rita nissan has more on the judge's controversial ruling. >> reporter: roman polanski is no longer under house arrest at his swiss chalet. the justice minister said he is now a freeman. the swiss government rejected the american extradition request that polanski face sentencing for having sex with a 13-year-old girl 33 years

ago. they blamed u.s. authorities for not handing over confidential testimony. his lawyer called the decision the right one. [ speaking in a foreign language ] >> saying that the extradition was a lie and he's already been punished. he was 43 accused of raping the girl after giving her drugs and champagne at jack nicholson's home. >> i have a hard time getting over it but i don't want to carry hard feelings around me my whole life. >> reporter: polanski pled guilty to rape and when he heard he was going to be given a tougher sentence he fled to france. he was arrested at a film festival last year. through it all he's been celebrated by hollywood, winning an oscar for the

pianist and even with his freedom custody, the u.s. still considers him a fugitive. rita nissan for cbs news. >> the united states cannot appeal the decision and the justice department declined to comment. after two years on the rone the teenager known as the bare foot bandit is under arrest in the bahamas. and he was bare foot when police took him into custody on a stolen boat. the 19-year-old faces trial in the bahamas for several thefts and gun possession. authorities in seattle said they will try to bring him back to the u.s. for prosecution. >> i think more so than anything, people give him too much credit. i think he has just gotten extremely lucky and his luck finally ran out. >> he became an internet sensation after escaping from a halfway house the u.s. he also stole the plane that he crash landed in the bahamas last week. and we are getting much- needed rain here on the area. topper shutt with the weather

headquarters. all part of a celebration of the return of the channel shark week. the kids love that. a giant inflatable shark has been installed. it took 12,000 yards of fabric to make it and it will take ten air blowers to keep the fire shark pieces inflating to scare you as you drive by. it was slow going for two manatees stuck in miami. rescuers worked to free the whales from the canal because it runs parallel to a high way. a large sinkhole swalled a car in a tampa complex. residents heard a loud noise and found a toyota camry down into a sinkhole. families are not allowed back into their homes until the sinkhole can be stabilized. and time for a check of

guard boathouse, a pier and a truck and trailer on martha vineyard and this forced people to evacuate the 22 person facility by boat. this is at the coast guard station in chill mark. there were no immediate reports of injuries in the blaze. this started about 2:42 and quickly engulfed the boathouse and the pier, the station's 47- foot boat evacuating the pier just before becoming engulfed in flames and you are looking at this as they fight this. martha's vineyard a popular location for families to go and families live there year round and this is the effort to get the flames out of here. brett is back and we're at the all tar break and taking a little assessment of the nats. where are they at the halfway mark. >> here is my glass half full assessm. they are not the worst team in baseball. which they were last year. the orioles by the way are the worst team in baseball so we don't have to root for them any more. some of you still do.
